Business Central and the Wellington Chamber of Commerce are pleased to announce the appointment of Hayley Horan as its Chief Executive Officer, effective 10 November.
As CEO, Ms Horan will lead the organisation’s strategic direction, member engagement, and policy influence.
Ms Horan is a seasoned executive with a demonstrated history of bringing together business, government, and education to build more connected and resilient regional economies. Ms Horan has extensive networks across the Business Central region and has proven ability to build trusted relationships and link businesses to the opportunities that drive growth.
Prior to her appointment, Ms Horan held senior leadership roles at Microsoft and New Zealand Trade and Enterprise (NZTE). At Microsoft, she led AI transformation initiatives and helped the education sector across Australia and New Zealand harness technology and build digital capability. As New Zealand Trade Commissioner to Singapore, and during her years at NZTE supporting businesses in the Middle East and Asia, she enabled Kiwi companies to expand internationally.
Her career spans small business, start-ups, government, and corporates, including running Turners Auctions in Wellington and playing a significant role in the Z Energy retail transformation project, supporting frontline teams through the transition from Shell to Z.
Board Chair Greg Pollock said the appointment marks an exciting new chapter for the organisation:
"We are delighted to welcome Hayley to lead Business Central and the Wellington Chamber of Commerce. We’re fortunate to have someone of her calibre. Her experience which spans SMEs, government and global companies will prove invaluable for our organisation, which runs at the intersection of government and business.
"Hayley brings a deep understanding of the challenges and opportunities facing our region’s business community, and a clear vision for how we can support sustainable growth and effective advocacy across Wellington and Central New Zealand."
In accepting the role, Ms Horan said:
"It’s a privilege to join an organisation with such a proud legacy of championing business success, and to work alongside a team that is both talented and committed to growing local business and delivering value for members. What impresses me most is the team’s clear commitment to supporting local businesses through strong relationships, effective advocacy, and a focus on delivering real outcomes.
"I’m excited to bring my experience, knowledge, and extensive networks to Business Central, and to work closely with our members, stakeholders, and partners to ensure the voice of business is heard while helping shape a resilient, sustainable future for our region."
Mr Pollock also acknowledged Acting CEO Amanda Wood, who has led the organisation over the past three months:
"Amanda and her team have done a fantastic job steering the Chamber during this transitional period, ensuring steadfast support and advocacy for our members. Amanda will return to her role as Member Services Manager where she will continue to deliver for our members."
